Lithuania hands a diplomatic note of protest to Russia’s representative
On 9 August, the Ministry of Foreign Affairs of Lithuania summoned a representative of the Russian Embassy and handed a diplomatic note expressing a strong protest over the actions of the representatives of the Russian Federation institutions regarding the Cultural Centre of the Lithuanian diplomatic mission in Moscow (The House of Jurgis Baltrušaitis).
On 9 August, the Ministry of Foreign Affairs received information that Russia’s Federal Agency for State Property Management (Rosimushchestvo) restricted access to the House of Jurgis Baltrušaitis.
During the meeting, the representative of the Russian embassy was notified that the 1961 Vienna Convention on Diplomatic Relations stipulated that the mission’s premises should be inviolable. Thus, the receiving state may not enter the sending state’s premises unless the head of the sending state mission has consented to it. Moreover, the receiving state is under a special duty to take all appropriate steps to protect the mission’s premises against any intrusion or damage and to prevent any disturbance of the peace of the mission or impairment of its dignity.
